Section 32 of the Resource Management Act (RMA) requires any changes to the district plan to be evaluated for their appropriateness in achieving the purpose of the RMA, and for the policies and methods to be evaluated for their efficiency, effectiveness and risk. This analysis must be documented so that stakeholders and decision makers can understand the reasoning behind the provisions.
