Now that virtually all the underground services work has been completed, the Horotiu Link Road intersection project is now into the road construction phase ahead of the opening of the link road.
As has been covered previously, the complexity of the services work that had to be completed, combined with very challenging ground water and soil conditions, has meant that the project has struggled to stick to schedule.
The opening of the full intersection and new road to all traffic is targeted for mid-September, weather permitting.
When the road is opened, it will be under temporary speed restriction until the full asphalt surface can be completed when the weather/ground conditions allow.
This was previously signalled to be end of August, but we have had some issues with our subgrade improvement under the road foundation which has required us to do some further work which is now underway.
Please note that while an access road was recently opened for local residents, upon review this has proved impractical as a temporary solution to improve Park Road access, so the decision has been made to close it again.
Council is aware that this is another piece of disappointing news for the local community regarding this project.
Staff were trying to ease the stress on the community by attempting to open up the intersection to local residents. But for reasons including safety concerns it has been closed today.
Please be assured that Council staff and contractors are working hard to keep the project moving forward as quickly as possible, without compromising on the quality of the end result.
